Until that part is addressed it's not gonna get fixed. As bad as things were under Carter our carriers did not flunk INSURV nor fail Light Off. The Inspectors of that time were tough old salts. One was our former Main Propulsion Assistant who when his time on the ship was up went to the inspection teams. You had best had your act together when he showed up too as failure and ignorance was not an option.
My late uncle was a retired Navy Commander serving between WW2 and 1970. He commanded his own ship {a Gator Freighter} as one of his last duties. He and I were discussing the KITTY HAWK and JFK failures and he asked how can a ship flunk INSURV the Navy want let you do that.
Carter did have one idea that worked and it will take that to right things again. The Pentagon in all branches is going to have to go back to Reagan era trained senior NCO's and ask them to volunteer back to service to fix the mess from the ground up. This would be ones who saw the mid-late 1970's mess as junior enlisted just joining up and stayed in.
I remember that happening in the early part of 1980. One of our new Chiefs was a retiree who came back active. Senior NCO's have the military mind and knowledge to get things done. Actually I'd like to see a retired or former senior chosen NCO as Sec of Def. One who is a real Lifer as we used to call them:>}

WHy do I think he’s not a Muslim? Simple-he is probably the most pro-abortion politician to come down the pike in years, if not ever. He is also pro-gay. And say what you will about Muslims, they’re resolutly opposed to abortion and homosexuality.
If he is Christian, where is his baptismal certificate? His group didn't even bother to manufacture a fogery of it as they did his poorly made COLB.

If you mean birth baptismal, I doubt he was baptized. After all, his mom Ann Durham was a non-religious lefty.
Since his father is a Muslim and Islam is determined patrilinealy, plus his stepfather brought him up quite religiously in Islam, BHO is a Muslim.
If Obama was a Christian convert, he would be regarded as an apostate and a candidate for assasination by the same Muslims he bows down to.

Maybe. or then again, they may feel that they now have a President who will basically appease them, so they may ‘forgive’ him that much. Or maybe they’re too cowardly to try to kill the leader of the USA.
The Muslim Arabs don't forgive weakness and appeasement is self defeating -- ask Neville Chamberlain with Adolf Hitler.

If you're old enough you might remember that the newly installed Ayatollah Khomenie and his hostage crises would have a better chance with Jimmuh Carter than his then rival, Ronald Reagan. However, the Mullahs and the Iranian students had so much fun humiliating Jimmuh and America that they, perhaps, could not stop themselves and reflect that a Pres. Reagan would not give them such an easy time.
They could've released our embassy hostages and help Jimmuh in his campaign against Ronald Reagan, but they didn't.
