Google Cache is nothing more than a public archive of the condition a web page was in the last time Google’s spiders indexed it. It’s controlled automatically, no human involvement—there’s no way to have people manually do something that large.
So, yes, if you go to Google, look for the web page, and choose to view the cached version instead, you’re using a legitimate and reliable investigative tool, your pet peeve about search results for a specific term aside. (Google updates search results based on your prior searches, by the way, so you rarely get the same hits twice. There’s an exception in that Google will put sources like Wikipedia at the top of their results, but that’s a matter of convenience, not bias.
