I’ve seen this and it doesn’t look he was snubbed at all to me. It appears that he is introducing the Russian diplomat to members of his own cabinet. “Here’s so-and-so (he gestures with his hand)...and here’s so-and-so (gestures again...” Etc.

As much as I’d like to think they were ignoring Zero, I think you are right, he is simply introducing people, not in a hand shaking lineup.
