Do not be surprised if the store owner is charged. An Illinois FOID does not necessarily permit the shooting of an unarmed bandit.

After all.....this is Illinois.

Let's hope the store owner's claim that he thought the crook was "reaching for something in his waistband" is as good a defense for a "civilian" as it seems to always be for a police officer (and in much less likely situations, to boot).
