The question I have is what do they do to section "125" plans?

i.e. Flexible Savings Accounts.

Some CPA's recommend them for small business as well. With a letter of need, they can be used for alternative care, (Not tax advice) although that is controversial.

My guess is they will kill this as well, since you would try to get out of the system to help yourself.

Actually, when we consider the real motives at work (Cheaper - no; Improved Quality - no; Preserved Choice - no; Efficiency - no; More Thorough Coverage - Maybe at the expense of the previous and your sovereignty), it become intuitive.
