She was assaulted from behind! She then tried to defend herself from an unknown attacker!

Even when deployed in Iraq, part of the ROE was “You always have the right to defend yourself.”; give me a good reason that this young woman shouldn’t also have that right.

That is no doubt true. But many times it is better to live to fight another day. There is nothing to gain by having a fit in those circumstances. What if her (boyfriend?) had been shot when he intervened to calm her down and break up the fight? Have you never seen Romeo & Juliet in which Mercutio is stabbed by Tybalt under Romeo's arm?
