The problem lies in the high level of systems integration in both the F-22 and F-35.
A short time ago, Lock-Mart got into some disagreements with some F-35 partners (particularly Britain) because they wanted access to the systems software that controlled the F-35. Lock-Mart steadfastly refused to divulge that information, because it reveals A LOT of trade secrets. This limits the ability of partner nations to modify the F-35 with home-grown solutions.
I suspect similar issues will arise if the F-22 is ever allowed and offered for sale to allied nations.
