A COLB is a legal certification by the state of the facts about the birth contained therein. For the purposes for proving eligibility to be president, that's all that is necessary.

As I understand the facts in this case, Mr. Obama's father not being an American citizen, but rather a British national from Kenya, bars BHO, Jr. from being president. The place of birth is irrelevant.
