Well, I'm guessing they want running cars that have poor gas mileage off the road. If your car doesn't run then it can't spew emissions. However, global warming is a farce, in the first place, so the whole idea is stupid.

Oh sure, I understand about getting them off the road, but if they are to be crushed and the engines disabled, why does the car have to be in running condition to qualify for the rebate? Can’t the car just be towed in to be crushed? It doesn’t run anyway and is not emitting anything “bad”.
