The proper reading of it tells us it is indeed his burden.
Is he "qualified"? "Qualified" is an adjective.
We don't know, because he has "failed to qualify", where here the word "qualify" is a verb, and that means...
AN AFFIRMATIVE ACTION ON HIS PART TO PROVE HE MEETS THE REQUIREMENTS!!!!
