House bill aimed at accountability for appointed 'czars'

BENTON COUNTY - U.S. Rep. John Boozman, R-Ark., signed on to support and co-sponsor a House bill aimed at eliminating funding for so-called "czars" who hold senior policy-making positions by presidential appointment while bypassing confirmation to those positions by the U.S. Senate.

H.R. 3226, the Czar Accountability and Reform Act of 2009, would bar the use of appropriated funds to pay either expenses or salaries of members of task forces, councils, or similar offices established by the president and headed by a person appointed inappropriately to such a post without Senate advice and consent.

The legislation would not apply to interim appointments.

These czars, appointed decision makers, control policies that impact the lives of all Americans, yet Americans have many questions about their role in governing, Boozman said in a news release.

"There is little information about their qualifications, what department they belong to and what power they hold. They need to be accountable to Congress and the American people, but the appointment of 'czars' circumvents the system and violates our system of checks and balances," Boozman said in the release.

Article II, Section 2 of the Constitution entrusts the U.S. Senate to advise and provide consent on executive nominations, the release states.

The law extends beyond cabinet-level appointments. Assistant secretaries and undersecretaries must follow the process of Senate confirmation, but only seven of the 34 czars appointed by President Obama have been confirmed by the Senate, the release states.

H.R. 3226 is sponsored by U.S. Rep. Jack Kingston, R-Ga.

Well, I'm afraid that the bill will be bottled up in committee and Queen Nancy will see that it never comes up for a vote, but at least there are a few Republicans battling back against the communistic takeover of the country.

The bill can be offered as an Amendment to just about EVERYTHING, since EVERYTHING the government does, now has a CZAR!

The appointment of these “czars” is unconstitutional and is an impeachable offense.

Well, I'm praying that this will gain some traction. The "Czar" scam is, IMO the most direct slap at the Constitution that has a chance of being stopped.

I often wonder if there is a single, solitary democrat congressman who has any patriotism in his soul.

They all get a salary of $182,500 and a staff of 10. Bet me the cost of just salaries is just about $34 million. How did that expense get approved? Don’t they have RULES about new positions being created in a RECESSION???

It ain't the czars that worry me. There's been "czars" in other administrations.

It's the fettering that's the problem.

When the 1960s Marxist-Alinsky hippie street rabble and their ideological issue (children, like Obama)-cum-Rat Party (formerly the traditional, patriotic Democratic Party) appoints czars they will put an end to freedom. That's their mission.

Obama's henchmen probably found some money that was already allocated. Nothing will come of this until Republicans get a majority of the House. It might be possible for Republicans and a some Bluedogs to put together a working majority after the 2010 elections if DemocRATS lose enough seats.

This is EXCELLENT news!

I was wondering when someone was going to CRY FOUL and work to get the Czars first accountable, then defunded, then prohibited.

This will be defeated of course - but should continue to be introduced as many times as it takes.

It should also be a chief talking point of Repubs during August recess....and beyond.

NO MORE CZARS!

I can't tell you how many times I've asked the same question....are there no Democrats’, or for that matter Republicans who have a deep love of our country, our Constitution, our Bill of Rights?? How could they grow up and achieve their high positions...the gravy train positions of attaining seats in the Congress of the United States...and be a part of, or at least stand silently by and watch our nation's foundation being destroyed by the sledge hammer of the ideology of Marxism/Fascism that is so obviously held by the man in the white house.
