Maybe, except that the document was filed on February 17, or the 47th day of 1964. That could explain the 47 just as much as Obama’s age would. This may have been the 44th record filed on the 47th day of 1964.

Feburary 17th was and still is the 48th day of the year unless Janurary lost a day.

31 + 17 = 48
