Hillary Clinton, the US secretary of state said that she, and President Barack Obama, "are convinced that the leaders of this nation have the capacity" to reconcile Kenya's dangerous divisions.
More than 1,300 people died and 300,000 were forced from their homes as Kenya erupted into politically-charged clashes after the disputed December 2007 presidential elections. Despite strong pressure from western powers, Kenya's government has refused to allow an international tribunal, insisting on using existing institutions instead.
Her comments contrasted with a statement from the US embassy in Nairobi on Tuesday criticising Kenya's lack of "seriousness" in setting up local mechanisms to try suspects.
"Failure by Kenya to take ownership of the process of accountability at all levels will call into serious question whether the political will exists to carry out fundamental reforms," said Michael Ranneberger, the US ambassador in Nairobi.
"We will take the necessary steps to hold accountable those who do not support the reform agenda or who support violence."
Mr Ranneberger's comments drew immediate anger from Raila Odinga, Kenya's prime minister.
Speaking to reporters in Nairobi during a US-Africa trade conference, Mrs Clinton said on Wednesday that Washington was
"very disappointed" at the slow pace of progress on prosecutions.
Her discussions with Mwai Kibaki, Kenya's president, Mr Odinga and other senior government ministers were "open, frank, candid and positive", she added.
But she went on to criticise Kenya's parliament for failing to agree constitutional amendments which would have set up a local
