Even a Congress critter of limited intelligence should be able to pick up enough from that activity to be able to deal with the questions.
The most disturbing thing is to see a member of the public (a plant or not) ask a rational question that's clearly based on the content of the bill and to have the Congress critter drop his or her jaw and stand there totally dumbfounded.
Look, it's simple ~ read the bill, answer questions, move on to next topic.
