Chirac spent years trying to tear down W. Bush and the United States. But he proved woefully incompetent in doing so. At times he even seemed desperate to “replace” the US as a superpower with some other, *any* other arrangement.
He appealed to Russia, then created the “Year of China” in France, hoping for an allegiance that would “counterbalance” the US, and hopefully elevate France back to being a world power.
Likely he was behind French support to Saddam Hussein, selling him weapons to use against the US military. And he certainly was conducive to bribes from Saddam, payoffs in the oil for food scandal.
Chirac also proposed several “international” taxes, was a strong proponent of the Man Made Global Warming hoax, called for a one world government, etc., etc.
He was an ugly, nasty little toad.

The prophecy being referenced is Ezekiel chapter 38.
but it has NOTHING to do with France or the United States.
Gog and Magog is actually a reference to Russia:
Eze 38:1 And the word of the LORD came unto me, saying, Son of man, set thy face against Gog, the land of Magog, the chief prince of Meshech and Tubal, and prophesy against him,
Russia is not alone though.... other nations are also mentioned:
Eze 38:5 Persia, Ethiopia, and Libya with them; all of them with shield and helmet: Gomer, and all his bands; the house of Togarmah of the north quarters, and all his bands: [and] many people with thee.
Persia is a reference to Iran... and this great alliance masses forces to invade Israel from the north:
Eze 38:15 And thou shalt come from thy place out of the north parts, thou, and many people with thee, all of them riding upon horses, a great company, and a mighty army:
That is when this massive invasion force gets "wiped out", and all the nations will know that it was God's wrath:
Eze 38:22 And I will plead against him with pestilence and with blood; and I will rain upon him, and upon his bands, and upon the many people that [are] with him, an overflowing rain, and great hailstones, fire, and brimstone. Eze 38:23 Thus will I magnify myself, and sanctify myself; and I will be known in the eyes of many nations, and they shall know that I [am] the LORD.
