Since the military has it’s own prisons and also runs prisons for enemy combatants and POWs don’t they have to have prison personnel?

Yes - and they are a distinctly different MOS. 31C (95C under the old nomenclature). It is still an active MOS, titled "Confinement Specialist."
This is something relatively new.
