I just read over the appropriate sections of Field Manual 3-19.40, Internment/Resettlement Operations, 1 August 2001 (the latest copy). It deals with how to handle enemy prisoners of war, civilian internees, retained person (such as enemy chaplains and medical personnel), and dislocated civilians. Of these, dislocated civilians deal with displaced persons (natural disasters is one cause, but not the only), refugees, and evacuees.
The scope of FM 3-19.40 is NOT CONUS, but the communications zone between the combat zone and CONUS.
In a pinch, such operations could be applied in the U.S., but there would have to be actual armed conflict or another major disaster, such as a hurricane.
