This is true but it's also true that nothing was done to reform tort law when Republicans dominated the White House and Congress. Both parties are deep in bed with trial lawyers, to the detriment of the nation.

There was a small Republican majority, but the RINO contingent (really Democrats) kept the Conservatives in the minority.
