That is why there is a disclaimer on the Social Security Statement of Benefits that says the laws concerning payouts can be changed at any time. Actually that disclaimer exist because the Social Security Act of 1935 itself contains the provision that Congress can change at any time any provisions of the act they want without deliberating and passing a Bill in Congress.
Basically everyone on SS is at the total mercy of Congress without benefit of public debate and sign off by the President.
