They should have wondered about how many CCW’s were present, locked, loaded, and ready to rock.

It's almost, but not quite, shall-issue. Some anti-gun police chiefs use the "suitable person" wording in the law to try to weasel out of it, even though they've been repeatedly instructed that someone who is not prohibited from possessing firearms meets that criteria.
