The states which have good oil and gas production tend to be in the black economically, if they havent burdened the industry with unnecessary regulation and taxes and have controlled their spending.

Of course, the Obamites and other liberals are doing all they can to remedy that, because it is difficult to manipulate a Statehouse or a population that isn't needy.
