My guess is that he'll simply appoint a CIA Czar. Probably William Ayers. No congressional approval required. Ayers would make Czar No. 58 or so.

Well, obviously, according to the New Obama Constitution of 2009, there will be a "CIA Czar" appointed, who will not need Senate confirmation like any of the other 36 Czars. Soon to follow will be the new FBI Czar. At some point, when Obama appoints a "Congress Czar" to direct things over there, the Democrats over there will see what they helped put in place.

... but they won't be able to do anything about it.
