Not O’Rourke?

You must be thinking of P.J. O'Rourke the funny former member of the editorial staff at National Lampoon. It was actually John O'Sullivan former member of the editorial staff at National Review (also former speechwriter for Margaret Thatcher). I could see where you'd get confused.

Thanks for the correction. I thought I had a vague memory of O’Rourke saying something like that, but I guess I must have seen it in NR.
