National Preparedness Month

Check out the Secretary's White House Blog post from this morning about National Preparedness Month. Building a Ready and Resilient Nation

Today marks the beginning of National Preparedness Month, an opportunity for our nation’s families and communities to discuss their plans if they were faced with an emergency.

Protecting the United States from threats like terrorism, natural disasters, and infectious diseases is a shared responsibility and everyone has an important role to play.

This effort starts in our own communities. By talking to your neighbors, friends and family about citizen preparedness – during September and beyond – we can build a culture where shared responsibility for preventing and responding to emergencies is every bit as common as planning for retirement or keeping your car and home in good repair.

For more information about emergency planning, visit www.ready.gov or the Spanish-language site, www.listo.gov.

Individuals can also help by learning a skill like CPR, or volunteering in their community through a local Citizen Corps council.

We look forward to sharing additional ideas and information here, and at DHS.gov throughout the month of September to help all Americans become better prepared for – and more resilient to – emergencies of all kinds.

Secretary Napolitano Discusses Emergency Preparedness with National Capital Region Leaders

Department of Homeland Security (DHS) Secretary Janet Napolitano today met with Washington, D.C., Mayor Adrian Fenty, Maryland Governor Martin O’Malley and Virginia Governor Timothy M. Kaine to discuss coordination on emergency preparedness and response efforts in the National Capital Region (NCR).

“The National Capital Region poses unique security challenges that require close coordination between the federal government and our state and local partners,” said Secretary Napolitano. “Mayor Fenty, Governor O’Malley, Governor Kaine and I are working together to build on the substantial progress that has been made since 9/11 to integrate our emergency response plans and capabilities to keep our Nation’s capital safe.”

“The District and its federal and state partners have made great strides in developing collaborative emergency response plans,” said Mayor Fenty.

“Today’s meeting brings us closer to ensuring a timely, coordinated response to security threats in the National Capital Region.”

“The most solemn obligation we have as public officials is to maintain the safety and security of our citizens. That’s why we’ve come together in partnership today—so that we can more effectively serve and protect our citizens,” said Governor O’Malley. “In times when we face an array of new threats to our security not only are our goals interconnected, so too are our most effective strategies for reaching them.”

“We’ve made great strides in the National Capital Region in both improving coordination and creating shared strategies to address potential security threats,” said Governor Kaine. “Together with our counterparts in Washington, D.C., Maryland, and the Department of Homeland Security, we’re building on the progress we’ve made in the last few years and taking the appropriate measures to keep our citizens safe and secure.”

The meeting, held on the first day of National Preparedness Month, focused on situations that require a coordinated response, including natural disasters, acts of terrorism and public health crises—expanding on an already strong record of cross-jurisdictional cooperation to ensure that a NCR-wide strategy is in place for the potential impact of H1N1 flu during this fall’s flu season.

The NCR includes Washington, D.C., and eleven other local jurisdictions with a large federal presence and a population that moves across the region frequently.

Since 2003, the NCR has received $335 million in DHS Urban Area Security Initiative grants for evacuation; shelter and decontamination; medical surge and mass care; exercise and training; information sharing; communications; and critical infrastructure protection.

Every year, the principal leaders of the NCR meet to discuss collaboration on preventing, preparing for, and responding to incidents in the area.

National Preparedness Month: Citizen Corps and Ready Urge Citizen Preparedness

Coordinated by the Federal Emergency Management Agency (FEMA)’s Citizen Corps and the Ready Campaign, National Preparedness Month (NPM) encourages state, tribal, and local governments, Citizen Corps Councils and partners, non-profits, and the private sector to focus on individual and family preparedness at home, at work, and at school. Each year, hundreds of organizations show their support by joining the NPM Coalition and planning a wide range of preparedness events.

Past local preparedness activities have included:

Disaster preparedness booths at the state capitol or state fairs;
Proclamations, press conferences or town hall meetings on preparedness issues;
Statewide public service announcements and awareness campaigns;
Large scale emergency first aid and safety trainings;
Student training camps;
Pandemic flu planning sessions;
Group projects to put together and distribute emergency preparedness kits for others;
Emergency exercises and drills; and
Targeted outreach to vulnerable populations

BY THE PRESIDENT OF THE UNITED STATES OF AMERICA
A PROCLAMATION

Preparedness is an essential element of a resilient and secure Nation. My Administration has made preparedness a top priority, and we are working every day to ensure our country stands ready to respond to any disaster or emergency — from wildfires and hurricanes, to terrorist attacks and pandemic disease. Our goal is to ensure a more resilient Nation — one in which individuals, communities, and our economy can adapt to changing conditions as well as withstand and rapidly recover from disruption due to emergencies.

During National Preparedness Month, we underscore the responsibility of individuals, families, and communities — including the private and nonprofit sectors — to do their part before an emergency. I urge all Americans to take time to prepare an emergency supply kit and a family emergency plan, and to educate themselves about potential disasters. I also ask Americans to work within their own communities to coordinate emergency preparedness efforts. All Americans share this responsibility, and we must all work together to safeguard the Nation from harm.

The Federal Emergency Management Agency (FEMA) supports and promotes citizen education and grassroots preparedness efforts. FEMA’s Ready Campaign provides simple and practical steps that
all Americans can take to protect themselves, their families, and their neighbors. Additionally, the Citizen Corps educates, trains, and coordinates volunteer activities that help make our communities safer and better prepared for emergencies. I encourage all Americans to learn more at www.ready.gov and www.citizencorps.gov.

NOW, THEREFORE, I, BARACK OBAMA, President of the United States of America, by virtue of the authority vested in me by the Constitution and laws of the United States, do hereby proclaim September 2009 as National Preparedness Month. I call upon the people of the United States to recognize the importance of preparing for potential emergencies beforehand and to observe
this month with appropriate preparedness activities, events, and training to enhance our national resilience.

IN WITNESS WHEREOF, I have hereunto set my hand this fourth day of September, in the year of our Lord two thousand nine, and of the Independence of the United States of America the two hundred and thirty-fourth.
