It’ll have to be pretty damn explosive. I hate to say it, because I know what the implications of this are, and what nasty crap this administration is trying to pull, but the average Joe isn’t going to, and probably won’t give a tinker’s damn about the whole issue.

When the Peace Corps was conceived in the heat of the 1960 Presidential campaign by John Kennedy, one of its purposes was to counter Soviet influence in underdeveloped nations, which he regarded as most susceptible to Communist propaganda. Warning that hundreds of skilled technicians from Moscow and Beijing were prepared to spend their lives-abroad in the service of world Communism, Kennedy proclaimed that young American men and women, dedicated to freedom, are fully capable of overcoming the efforts of Mr. Khrushchevs missionaries who are dedicated to undermining that freedom.
In drawing up the law creating the Peace Corps, Congress followed Kennedys anti-Communist prescription. As Senator Hubert Humphrey put it, This program is to be part of the total foreign policy of the United States to combat the virus of Communist totalitarianism. One Senator with serious reservations was Iowas Jack Miller, who feared that young Americans living overseas might be politically raped, and also that Communists might infiltrate the new agency. He introduced an amendment, Section 8(c), to the Peace Corps legislation, which ordered that trainees be instructed in the philosophy, strategy, tactics, and menace of Communism."
"Millers amendment passed with little debate. In a speech in support of it, Humphrey suggested that its purpose was to complete the instruction of these people in what one might call a political counteroffensive. The Peace Corp first director, Sargent Shriver, recalled thinking at the time that the amendment was unnecessary but harmless. We were going to do that anyway, he said recently.
For the next several years, volunteers attended classes in which instructors assigned readings on Communism, delivered Lectures on Marx and Lenin and staged debates on Marxism. After a while, however, less and less attention was paid to Section 8(c). Peace Corps leaders regarded it as dated and ambiguous. In the early 1970s it was completely ignored--and with good reason, said Richard Sykes, who was deputy director of the Peace Corps during the Carter Administration. It was absolutely total bullshit.
But two years ago the clause was quietly resurrected, thanks to the persistence of several conservative members of Congress and the efforts of rightist organizations like the Committee of One Hundred to Defund the Left and the Christian Anti-Communism Crusade....
