The money given to Kerry was a gift. How he spends it is strictly between the the gifter and the gifted. No one else has a say.

It is like giving money to a television preacher. Strictly a gift.

People who give gifts has the option of having the receiver sign a contract spelling out how the gift will be used. A gift with no strings is simply that.
