If you have plead and bribe a titled nobleman Doctor for permission to obtain a substance, I consider it controlled.
CVS and Rite Aid sell many scheduled substances, just not any taboo Schedule 1 molecules (of Satan).
Those doctors who do that should be arrested and prosecuted. An aspirin is not a controlled substance.
