Muammar Qaddafi's speech, while the product of a diseased mind, is reflective of what the Islamic world thinks of the USA. At least Obama did not yet commit to the ICC. He did, however, lay the groundwork with his condemnation of Bush.

As you say, Obama means what he says and says what he means.
