How could any male in the Republic of Korea have no military background? Are they in a wheelchair or iron lung? The enlisted men I worked with at I Corps at Camp Red Cloud (1978-79, not KATUSAs, ROK soldiers) were the equivelant of Harvard, Yale and Princeton grads here, yet they were conscripts.

What I said was that he has no experience or expertise on military affairs. Yet, he has more power than his superior. He has President's ear. Apparently he was instructed with cutting defense budget ‘in any way possible.’
So he butchered the defense programs to reach the target. The ensuing infighting led Defense Minister to confront those in Presidential Office over budget mess. The minister was fired and now replaced with the new guy, who now talks tough. I think No.2, the Pres’ crony is still around.
