The video is non-descriptive of chaos. People come out of the building and gather. Some go in and out of the group. A couple of them walk back and forth. Tight shot of just that small group. No sound.

So what are they talki9ng about? One interpretation: Someone has taken charge and is giving instructions to others as to what to do. Just as good an interpretation as "chaos."
