There might not be much more to this than a small town trying to get out from under the financial burden of an ill advised expensive project and a private company trying to exploit an opportunity to run a civilian prison facility for profit.
Or there might be other players behind the scene.
What piques my curiosity is the mention of a training facility and dorms along with the apparant Washington, DC and international presence of the American Police operations as well as the quasi-military posture they project.
Prison staff generally live in the community, not in on-site dorms, and what is the necessity of a large and expensive permanent training facility?
Time will tell.
