It's not the result of amnesty (NH was going down hill long before then) but it's certainly added to the problem to be sure.
Actually, the illegal population is there, but not as much of a problem as in Paterson, NJ, let alone Los Angeles. New Heinous’s crime problem initially stemmed from two domestic migrations: blacks from the south and Puerto Ricans from the commonwealth, after WWII. The first group still accounts for most of the violent crime in the city.
