GUFFAW! Is "elegant" a compliment or an insult in the US? I'm not so sure I'd want to be described as "elegant": it doesn't sound... "right." Girly-men are "elegant".
Should the war-time President of the most powerful Nation on the planet be described as "elegant"??
It's a bad look, reflective of how far things have fallen.

I think they were describing not BHO, but MO as elegant...you know, the wide hipped,big arsed, 6 feet tall, perpetually scowling MO.

Jon Stewart always refers to O as elegant. It’s some sort of meme with these silly people, probably connotes some inchoate bundle of emotions that we don’t really understand.
