If it’s enacted, it can never be undone. To undo it would require:

- A majority in the House of Representatives
- More than 60 Senate seats to avoid filibuster
- Someone in the WH willing to sign the repeal bill
- The willingness of the Republican party to undo it

The first item is possible in 2010 or 2012. The second is unlikely for 8-10 years. The third? We’ll see. The fourth—never.....

I have had it with all this phoney talk about filibusters in the Senate. In 2011 we're going to repeal some of their bills and everything folds because they threaten to filibuster. I'd say fine start talking. No more phoney threats. Let the old drunks in the party stand and talk for as long as they want. They'll drop like flies.
