...you may be underestimating what people conditioned to obey orders will do. Look at what happened in New Orleans after Katrina. Those folks weren't facing a widespread citizen revolt, but a low level outbreak of lawlessness in one small area. There's a big difference between these situations, and in predicting how those receiving orders will behave.
Put our uniformed people in a situation where they're being ordered to put down a citizen revolt that spans the country, and there will be an entirely different dynamic at work.
