My comment was that it sounded looney. And it does. Could it be true? Possible... very, very possible.
A nation state can easily afford to groom what? A thousand? Ten thousand? moles.
It is expected that a goodly fraction of them will end up in positions of power, from petty to great.
That one of thousands got the Brass Ring is little more than the luck of the draw. (Although they probably think it is a gift from a particularly beneficent allah)...
