It’s pretty simplistic to call this chant racist. More like a states right chant than anything.

Collectivists have forever used the charge of racism to denegrate those who are a threat to their power.
“States’ rights” is DEFINITELY a huge threat to their power,
so, “states’ rights” = “racism” is the natural conclusion for them.
