Possibly the license index. Getting the license is only part of the process, you have to have the ceremony and get the marriage certificate, which in some states is just the license signed by the parties and the person performing the ceremony.

OTOH, nothing says they could not have had a second (or first) ceremony in Kenya, Indonesia or other country where polygamy is allowed.

It's only of academic interest anyway, if that is, BHO Sr's name really is on the long form. The divorce decree indicates that BHO Jr is his child. Thus BHO Jr did not have two US citizen parents.
