And that is why the Commander of the Army Post has made Juarez off limits to military personnel. This soldier wasn't following the wise advice of his commanders. Nuevo Loredo, Ciudad Acuna, and Juarez are off limits to military personnel for this very reason.

Same here in San Diego. Tijuana is off-limits for all E-6 and below without a "chit" (a sort of permission slip) signed by their Commanding Officer. Doesn't really matter. Service members still routinely violate the rules in their quest for a good time south of the border.
