Nuevo Loredo, Ciudad Acuna, and Juarez are off limits to military personnel for this very reason. Same here in San Diego. Tijuana is off-limits for all E-6 and below without a "chit" (a sort of permission slip) signed by their Commanding Officer. Doesn't really matter. Service members still routinely violate the rules in their quest for a good time south of the border.
