Supervisor Toni Clark is subject of secret criminal investigation

Milwaukee County Supervisor Toni Clark is the subject of a secret criminal investigation into possible campaign finance abuses, the Journal Sentinel has learned.

Clark declined Tuesday to answer questions about the matter. Last month, she filed three amended campaign reports with the county Board of Election Commissioners.

In those reports, Clark admitted she took in and spent money from her campaign fund in the past three years after she earlier swore that her campaign was inactive during those times, according to public records filed with the board.

Trip not probed

The investigation is not related to Clark's decision earlier this year to travel with Supervisor Elizabeth Coggs to the inauguration of President Barack Obama at taxpayers' expense, sources say.

The two supervisors later apologized for the trip and reimbursed the county nearly $4,000, including $931 in round-trip airfare and hotel bills for Clark that ran as high as $644 a night.

Clark, who represents the 2nd District on Milwaukee's north side, has had problems with her finance reports dating back to when she was elected in a special election in July 2003.

In 2003 and 2004, Clark took contributions over the allowable limit from donors and failed to file required paperwork on loans to her campaign and expenditures, according to board records.

Board members warned Clark she would be fined if she didn't fix the problems. She paid back some donors and filed amended forms, according to records.

Clark reported campaign finance forms covering all of 2005 but then filed forms saying she took in no donations or loans and spent no money for 2006 and the first six months of 2007.

Clark is the one that took a weekend "business trip" to watch the Obama inauguration.

Milwaukee public schools officials have been caught in the same racket - using "convention trip" as the cover story.

These are the folks that are questioning the integrity of Scott Walker, the county exec who is running for governor as a Republican and conservative.

"Politician"???

That can't be right.

Wouldn't a politician have to belong to a political party?

I don't see any mention of a political party in the article, so the conclusion I draw is that this is a non-political position.

Oh, my bad, thinking her party affiliation wouldn’t be named. It was. Way down in paragraph 12.

They’re mostly redistributionist hard-left liberal dems on the Milwaukee County board. Not even mob-quality, more like semi-literate street crooks. The good ones are more like naive high schoolers along for the ride.
