[Zero to ban Republicans from] Political Appointees and Career Civil Service Positions
US office of personnel management ^ | 11/12/09

Beginning January 1, 2010, agencies must seek prior approval from OPM before they can appoint a current or recent political appointee to a competitive or non-political excepted service position at any level under the provisions of title 5, United States Code.

OPM will review these proposed appointments to ensure they comply with merit system principles and applicable civil service laws.

I have delegated decisionmaking authority over these matters to career Senior Executives at OPM to avoid any hint of political influence.

In no case may an agency make an appointment of the type described below without written authorization from OPM:

The appointment of a current political Schedule A or Schedule C Executive Branch employee or a former political Schedule A or Schedule C Executive Branch employee who held the position within the last five years to a competitive or non-political excepted service position under title 5 of the U.S. Code.

The appointment of a current Non-career SES Executive Branch employee or a former Non-career SES Executive Branch employee who held the position within the last five years to a competitive or non-political excepted service position under title 5 of the U.S. Code.

Can it be stopped, and if so, by who?

This is the way things have gone for a long time. The Democrats ruthlessly install and promote bureaucrats loyal to them. And the Republicans simply accept it and refuse to fight back.

Bush even left a lot of clinton’s political appointees in place, and did little or nothing to put conservatives into the government. So the agencies are filled with Carterites and Clintonoids and now Obamanoids, and the Republicans refuse to take advantage of their turn in office to fight back.

Obama is absolutely open about this, as was clinton. Obama closed down all the Republican dealerships around the country and left the Democrat ones open, after he took over Government Motors. This was extremely obvious, but of course the media largely ignored it.

Things are already biased to the left anyway, since you need a college degree to get a job in the State Department or the Environmental Protection Agency, and most of these university products are liberals after years of brainwashing.

The failure of W to purge the State Department, Justice Department, Interior and other federal bureaucracies of liberals hurts us every day. Republicans do not understand how to use power. Unfortunately the left does.

the GOP must finally get this message loud and clear. There must be an all-encompassing bloodless purge of the bureaucracy at all levels on January 21, 2013. Start planning for it now, guys

It's a double edged sword. If the Republicans take the White House next time, they are free to apply the rule to the house of Rats.

Ummm...no they're not, remember the U.S. Attorney firings and this related story...

According to a January 2009 Justice Department report, investigators found that Bradley Schlozman, as interim head of the Civil Rights Division at the Department of Justice, "favored applicants with conservative political or ideological affiliations and disfavored applicants with civil rights or human rights experience whom he considered to be overly liberal." The positions under consideration were not political, but career, for which the political and ideological views of candidates are not to be considered, according to federal law and guidelines.

As backup, here is a link to the story at ABC News:

The Dems raised all kinds of hell over this. Obama should be held to the same standard.
