Actually the 10th amendment, generally considered part of the Bill of Rights, does protect the states.

The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people

It protects their powers, but they have no rights. Only people have rights, not governments.
