Obama will travel to Copenhagen next month to attend the climate change conference, ending weeks of uncertainty over whether he would go and after intense pressure from Europe for his presence.
Obama will offer to cut greenhouse gas emissions by 17 per cent from 2005 levels by 2020, a 30 per cent reduction by 2025 and a 42 per cent drop by 2030...
After he attends the summit on December 9, he will fly to Oslo to collect his recently awarded Nobel Peace Prize the following day, and then return to the US.
Obama conceded during his trip to China earlier this month that a binding climate change treaty with firm emissions targets to replace the expiring Kyoto Protocol - the very purpose of the Copenhagen summit - was beyond reach, despite two years of negotiations.
China, the worlds biggest emitter of greenhouse gases, signalled today that it was unlikely to cut emissions for now. Beijing has also failed to offer a reduction target ahead of the conference...

Mr Obamas initial target of a 17 per cent emissions reduction by 2020 is in line with legislation currently before the US Congress. Yet it is stalled in the US Senate, with little hope of passage, casting serious doubt on the presidents ability to actually enforce reduction targets back home.
Republicans and some Democrats in the Senate claim Mr Obamas cap-and-trade legislation will be enormously costly to US business, at a time of exploding deficits and persistently high unemployment.
Chinas reluctance to make significant concessions at Copenhagen ...a rapidly rising economic rival to the US - is failing to do its part.
