This task has been successfully completed for millions of years by a common instrument called a TREE!
Dr Pachauri could use another method.
He could attach the orifice at the northern end of his body to the orifice at the southern end of my body. During subsequent eruptions of greenhouse gases he would actively strip said gases from the atmosphere.
If he does indeed truly believe the gibberish that emits from his northern orifice, then he should consider it his ecological duty (pleasure?) to preemptively strip my releases.
