Strictly speaking, 55 kept promises out of 77 scored=72%, a poor performance, to be sure, but not exactly failing.

What I find amusing is that they consider the promise to cut premiums by $2500 “Stalled” even though neither the House nor Senate bills would achieve this. Thus, either the bill will die outright or a compromise version would be passed that splits the difference: in short, there is ZERO prospect he will keep this promise. There’s a bunch of other Stalled promises that will immediately flip to Broken once Obamacare bites the dust. At that point, his score unequivocably will fall below 60%, which by any objective standard is a failing performance.
