Congress just passed a non-binding resolution saying he was eligible, and McCain didn't have to enter documents into evidence in order for that to happen.
The only thing he ever did was informally and privately show a hard copy of his BC to a single Washington post reporter, who didn't even take any photos of it.
Obama showed his COLB (which is just as good as a BC for purposes of proving US birth) to two employees of Factcheck, who took photos of it and posted them on the web.
If anything, Obama did more to establish his eligibilty than McCain.

What McCain did or did not do is irrelevant, that Congress was involved with questions concerning one candidates eligibility but ignored questions about another candidates is the point.
