CA: Analyst: Perata cigarette tax would burn First 5

A new Legislative Analyst's Office report predicts California's early-childhood education program will lose $45 million per year under a cigarette-tax-for-cancer-research ballot measure proposed by former state Senate president and 2010 Oakland mayoral candidate Don Perata.

The education program, First 5, would lose about $8.66 million in the Bay Area, including about $2.2 million from Santa Clara County, $1.7 million from Alameda $1.1 million from Contra Costa and $785,000 from San Mateo, according to a breakdown provided by Alameda County First 5 CEO Mark Friedman — and that's why early-childhood education advocates could end up joining tobacco companies and anti-tax groups in opposing the $1-per-pack tax hike.

The last cigarette tax increase was 50-cents-per-pack under Proposition 10 of 1998, to fund early childhood education through county programs statewide called "First 5." Its proponent, movie mogul Rob Reiner, included a "backfill" provision requiring the state to compute how much the new tax would reduce cigarette sales, and to transfer a cut of the new Prop. 10 revenue to offset the decrease in earlier revenue paying for tobacco-related health education and disease research, hospital care for the indigent, park and wildlife restoration and other causes. Perata's proposed measure backfills those older tobacco-tax beneficiaries, but not Prop. 10's First 5 revenue.

"We estimate that the initial annual revenue loss to the California Children and Families First Fund (Proposition 10), which is not protected by a backfill provision, would be about $45 million annually," the LAO reported Wednesday.

Friedman's budget would decline about 11 percent, he said, meaning cuts in the number of young children getting high-quality preschool, home visits, health care, dental screenings and education, and special-needs services. ...

When you build a Rube Goldberg contraption to mine money from the taxpayers, then add to it constantly for decades - at some point it has to cannibalize its own revenue stream.

Apparently, parents can’t decide ON THEIR OWN to fund anti-smoking messages at their own local schools, and pay for them out of their own income (pockets).

No, they have to take money from people who decide to smoke, and steal from them, for that purpose.

Ah, the insanity of liberalism rears is filthy head again.
Taxing Taxifornia out of existence. The socialists will not stop until they have drained Taxifornia of every source of revenue. These liberal fools never consider the consequences of their actions because they don’t think their actions have any consequences.....over 30 years I have watched Taxifornia go from a solid, conservativ-run model state with a billion dollar surplus in its budget to a stinking pike of liberal excrement of about $30 BILLION (and growing) garnished with about $15 BILLION per year to pay for the unlawful impact of illegal aliens. And the morons continue to vote these carpetbagging libs back into office so they can do more damage.....it is not going to last much longer.

Don Perata is a whack job... but this would be a good result of a cigarette tax increase... could produce a 13.7 percent drop in youth smoking; 228,700 California youths prevented from becoming addicted adult smokers;

Another cigarette tax? What ever happened to the funds from the (IIRC)$178B lawsuit against "Big Tobacco"?

Oh yeah, it went into the states general funds.

The Democrats don't want to get rid of useless state programs wasting money. There isn't a program in California they're ready to eliminate.
