The problem? The welds. Caltrans, which normally inspects about 20 per cent of a project's welds has found so many problems it now is inspecting 80 per cent before accepting the finished product.

One would think that this would be the producer's problem if there were properly written contracts.

Actually, it's Arnold's problem. One of the first things he did as governor was take Bechtel off the job to "save money." Then he forced them to GIVE 35,000 engineering hours worth of drawings to Kiewitt, which is partially owned by Arnold's good buddy Warren Buffet. Of course, in the changeover, there were delays sufficient to make up the difference but who cares? There's money to be made!
