You seem a bit uninformed on South East Asia.
India is a powerhouse. They don’t care for donations - unlike Pakistan and others. What they want is foreign direct investments and technology transfers (nuclear, clean coal and others).
You should read this article. It points out US aid to India is a measly $81 million whereas Pakistan and other countries get many Billions. The $81 million aid goes to women’s programs and education programs.

I've been doing direct business with India and other S.E. Asian countries (Thailand & Sri Lanka)for 30 years so I'm pretty familiar with their economic development and independence.
I have a lot of respect for India. I truly hope your interpretation is the correct one. Free democratic countries of the world will owe a great debt to any nation that can derail the Copenhagen fraud.
