Crazy environmental regulations and taxes are the main reason manufacturing is going overseas. Yes, slave labor is important in making cheap junk, but dumping everything imaginable into lakes, rivers, the soil and air is the bigger short-term treasure saver.
We should have required China, Mexico, India and others to meet a basic reasonable environmental standard before we traded with them. Is it now too late?
